Microsoft is aware of the time zone change for Palestinian Authority.

Though we plan to release a data update, there is insufficient lead time before this change goes into effect. Therefore, we are offering the following interim guidance as a temporary workaround until such an update can be properly created, tested, distributed, and installed.
Interim Guidance:
This will affect historical time representations only. Until an update is made available, we recommend either temporarily using the time zone labeled “(UTC+02:00) Amman”, or temporarily turning off the “Adjust for daylight saving time automatically” feature in the Windows date and time settings.
