We now have an MSIX Toolkit available on Github: https://github.com/microsoft/MSIX-Toolkit
We are starting off with an AppInstaller file builder and a couple scripts to help with MSIX packaging. More things to come later, but feel free to contribute tools that are helpful for you. Also let us know on the GitHub other things that would be helpful to add.
