We've confirmed that all systems are back to normal with no customer impact as of 05/14, 16:45 UTC. Our logs show the incident started on 05/14, 14:00 UTC and that during the 2 hours & 45 minutes that it took to resolve the issue some of the customers using Azure Monitor might have experienced failure notifications when performing service management operations such as create, update, delete for Azure Metric Alert Rules..

- Root Cause: Based on our initial assessment the failure was due to an issue in one of our back-end services .
