We've confirmed that all systems are back to normal with no customer impact as of 11/18, 18:00 UTC. Our logs show that the incident started on 11/18, 14:00 UTC and that during the 4 hours that it took to resolve the issue some of the customers using Application Insights and Azure Workbooks might have received failure notifications when performing service management operations - such as Create, Update, Delete for resources hosted in these regions.

- Root Cause: The failure was due to one of the backend service became unhealthy.
